CQ61-310SA not booting into Windows - 2 blinking LEDs

This has happened before when I was in warranty and the HP support guy ran through how to fix it. I'm now out of warranty and can't remember. Summary of the issues:
Fans etc starting up when press the power button.
LEDs blinking twice
Blank screen (unable to see windows login when shine light on screen in dark room)
When doing a hard reset, laptop does not turn on when only power lead attached with no battery. Nothing happens.
Is anyone able to help? Also, is there a way to prevent this happening every year? I have the HP support program on my laptop but this issue still persists!

Thanks for your reply. The table shows that it is a BIOS problem but not how to correct it.
Does anyone know how to get the computer to start up so I can update the latest BIOS?

Hi,
You've got this problem because of software which is updating your HP notebook drivers (plus Bios).
Stop using it and this will not happen again.

Hi I have the same problem has anyone any idea what the issue is, I believe the BIOS recovery is working. Since if I hold down teh Windows and B Keys the Disk Drive activity starts then after about 3 Seconds the Laptop reboots, So I believe the Bios is being restored. However my Laptop is still Flashing twice indicating a Bios issue. If the Bios is corrupt how do you get the laptop to start from a CDROM with a new bios on it. Any help greatly received.
