Compaq cq61-415 Keyboard problems CAPS LOCK always on and Shift not working

Good afternoon all. I've been given a laptop from a colleague to fix. Their problem consist of the Caps lock key staying on and both shift keys not working, the OSK also does not solve the issue as even though the capslock toggles off on screen, it's still on when typing. Some interesting things I have noticed is that whilst booting the pc, the caps lock key can be turned on and off until Windows is loaded, where you can only turn it on, but can't turn it off again. Also when using external keyboards the issue seems to replicate itself to the external device. I would test a Linux live distorbution, however I do not have one to hand at the moment, but will try it when I can.
As I have seen that the capslock key behaves in start up, I reckon it's something to do with the OS installation, possibly drivers related, as I'm not the owner of the laptop I am in no position to determine whether this was evident before any key software installations. Something I will ask my colleague when she comes by later.
If any of you have experienced a similar issue and have fixed it or can help point me in the right direction I will be grateful.
