Complaint against a HP Authorized service centre !!!

I would like to register a complaint against one of HP's authrized service agents. Kindly let me know as to how to go about it. I have been trying various contact numbers but unable to reach the right person.

 

This is rearding an extremely poor service quality and bad communication with the customer.
