Cpu temperatur e of my laptop stays same not increase nor decrease at all.

Temperature of my Cpu stays same throughout of my use. temperature would not increase at all. I thought that there are fans, a heatsink inside to cool my Cpu down right? But why would temperature not decrease either. Temperature of Cpu would decrease only after I leave it in sleep mode for a long time. Every time I restart my laptop,temperature of Cpu would increase. Is this normal? My is a pavilion dv4 1123us.

You need to give more detail in like what the constant temp is for both cores. The normal rate for amd class is about 45 - 70.
For intel which is a bit more power hungry is about 50 - 75 (celcius).
A few things to help lower your cpu temp:
1. use a laptop pad which is designed with one or two fans to lower the temp of your motherboard (especially ram) and help give lower the cpu by cooling it from below the laptop.
2. keep your cpu coolant system (fans and grill) clean of dust. If the hot air can't get out, your cpu will not cool down because the blockage is like a wall which just absorbs the heat in the dust and forces it back. If you only have one grid for output then it put more stress on the fan. If the cpu fan works too hard then you can get a fan failure which would really suck.
3. if necessary, get some thermo grease (aluminum based) for cpu's. Yes it takes about week to set depending an the instruction but does help.
The over all thing is keep the fan and grills free of dust build up. A good cleaning every few months does good.
I have had my laptop dv6707us for over 2 1/2 years. Although I null my warranty but taking it apart (being a former computer tech) to clean the inside, it still works great and running on a ultimate 64-bit. My cpu average with apps loading is does not go over 60, and idle is between 33 - 43. Maintainance.
Heat is the main cause in hardware failure.
If you still get the same issues having taking all the precautions then I would say the you have a bad cpu fan.
