Diagnostic Connection Problem

About a week ago I started getting a message stating that I had a Connection Problem (usually about 5 to 10 times an hour). I would click on the Diagnostic Connection button and about half the time I will receive a message that no problem was found. I would then close that pop-up window and I'd be back where I wanted.
Most of the time, however, I would get a 2nd message stating that the problem could not be repaired and to contact my network administrator (I have a home office working on a wireless laptop and a desktop) or ISP. When I get this message, I have to restart the browser. I contacted my ISP and he said the problem sounds more like the compute and was outside the realm of their tech support. He did suggest that I hard connect it to see what happens; I found NO change.
Sometimes I would get a message stating that I needed to do something with the connection . . . a button was provided and when I went through this process, most of the time I would get a message saying it was corrected. I was then able to continue my work.
The 4th message I received when I completed the diagnosis was something like this: Windows received an HTTP error message: 403 (forbidden). If connection problems occur at various websites, consult . . . .??? (that's all I remember).
I'm working on an HP Pavilion dv7 1234nr laptop. I have a netgear wireless router and receive an excellent signal. I did go ahead and switched to a hard connection and found no difference.
Obviously, I find this very frustrating. I teach online classes and this becomes very time consuming for me. I appreciate any assistance one might give.
BTW, is there such a thing as an online support person? I paid $300 for tech support, but it doesn't start until my warranty ends. :-(
