Explorer Tiles replaced Icons on desktop and start menu. Explorer window pops up and blinks on and off. Then tabs come up to iinstall a program which blinks. It appears to be infected but on virus check no viruses show up. This also happens on all the programs that display the explorer tiles.

Windows 7??
Go here, make the boot CD or usb, boot from it and scan the PC, remove anything it finds. Make the boot disc or usb on a PC that is Not infected.

.
After that is done and you boot into windows, download and install this software and do a Full scan, remove what it finds

After that is done, see this page (Windows 7 only) to correct the icon problems, its a file extensions issue. You may have to do the ".exe" file extension fix before you can install or run MBAM
