Fans running too much

I have an HP dv5-2035 and it's only about a week old. The fans only used to run when it was doing something stressful, but lately, they've been running all the time. Why is that? I keep it on a cooling pad and the only thing I'm running at the moment is Chrome, with two tabs open. The fans shouldn't need to run at all. They also seem to 'surge' a lot. It's just extra noise and I'm annoyed by it. Is there a way to reset the SMC, like on a Mac? I don't know why they would have changed, though.

The cooling pad might be the problem. I know alot of people use them but it might do more harm then good. Laptops are made to run on that one fan. The cooling pad will block the fan vent causing more heat. If you just purchased it i recommend to return it and get a new laptop or send it in to get the heatsink replaced
