How do I get the F1-F12 Keys to work in a program WITHOUT using the FN option?

I use several programs that make extensive use of the F1-F12 (Function?) Keys.

I've never had a problem on any of my other laptops with this; neither my Sony, Toshiba nor, Compact.

The problem is before I use the Function Key to activate something with in the program, I must first push the Fn key.

If I fail to use the Fn + F1-12 key combo, I get the preassigned HP functions like Screen Brighten/Dim, Wireless Network Card On/Off, volume up/down.

I know this doesn't seem like much of a problem but I find it to be most annoying.  I just purchased this HP Laptop a few weeks ago and I need to buy 2 more but this "FEATURE" is a deal breaker.  If anyone knows how to fix this problem please advise me.
