Well it definitely sounds like the application has hung - is this HP Support Assistant?
If it is, try cancelling the tune-up and restart the notebook - if it fails to cancel, go straight to restarting the notebook and see if Windows will close the application.
If you're successful in ending the application and restarting, when Windows has fully reloaded, try using Recovery Manager to reinstall HP Support Assistant - the procedure for using recovery manager to reinstall Software and Drivers is detailed in the relevant document on the link below.
After the reinstallation has completed, restart the notebook. Again, let Windows fully load before trying to run the tune-up again.
