I just went through this process, and thought I'd share a solution to the issue...
This was specifically for the HP dx2710 (a desktop without a floppy drive) but will apply to laptops too.
The HP BIOS exe demmands to write directly to a floppy disk. If you don't have one, here's how to make a bootable CD:
I ran the HP bios exe (in this case sp42521.exe) and selected option to keep extracted files after it runs. In those files is the HP boot floppy (1.44MB) image file ROMPAQ.IMG.
I tried burning a boot CD based on the ROMPAQ.IMG but it refused to boot. So I decided to just add the relevant files to a working boot floppy image.
I opened ROMPAQ.IMG using Winimage (had to rename to .IMA) and then extracted *.bin (the new ROM), autoexec.bat and awdflash.exe to disk.
I then downloaded cdburnerxp’s boot floppy image 2.88MB (http://cdburnerxp.se/help/_media/resources/boot.im
Then burnt using cdburnerxp. Choose new Data disc. Then Disc > Boot Options. Tick make disc bootable select the 2.88MB floppy image you created above. Emulation type: Floppy 2.88MB. Tick Enforce ISO Level 1 (8+3 chars max.). And OK. The disk will not show any files (they're in boot sector?), but burn it and you can boot from it.
This worked and allowed flash of HP machine without needing a floppy disk.
