Opening HP Solution Center

When I click on the icon for the HP Solution Center, the message says that HP Solution Center cannot run because the device installation is not complete. I re-installed the driver and software for my printer(Photosmart C 7280 4-in-1) but that didn't help.
I would like to scan some documents, but need to utilize the Solution Center.
Any suggestions??
