Power Surge Damaged HP Pavillion dv6700 Laptop, can't get past HP loading screen.

Hello,
I have a four year old HP Pavillion dv6700 with Windows 7 Professional 64-bit operating system. This morning, we had a severe storm and there was a brief power outage which lasted 5 seconds. When my computer restarted, it was unable to load past the HP Invent screen, and certain function keys like F2, F9, F10, and F11 were not responding, while the F1 option did respond . After attempting to restart the computer several times, it finally loaded the OS, and I was able to get into my profile. I noticed it was a little sluggish and was having trouble installing an update for ITunes. When it asked to restart, the issues started again, and after about an hour and random idea to insert my system recovery CD, the OS reloaded. I am assuming there was a power surge, despite it being plugged into a surge protector and considering my IPod is no longer turning on since I was charging it in the computer at the time. Other things plugged into the surge protector like the TV and printer are working fine. I am wondering what your thoughts were on this and how to hopefully fix the issue.
