Something I found on one of my HP desktops that you might want to consider: The Norton Internet Security program that was shipped as part of the included software package usually keeps the hard drive so busy that the hardware testing program will usually have one of its hard drive test steps (probably the last one) report that it was unable to finish in time. I've already had my hard drive replaced before this problem was pinned down.

Hey, I found out that the reason it was crashing and staying in a startup loop was because of a Microsoft update to the windows defender database. (KB195597 I don't remember the build though) I updated defender manually, and discarded the ones in Win Update, and it's been working perfectly ever since.
