dv6-1359wm power issue

Im helping my sister in-law with her dv6-1359wm laptop. It will not boot up. She was having problems with the ac adapter because the cable jacket separated from the block portion of the adapter, and some of the cable was exposed (the aluminum grounding jacket, which was broken exposing the jacked under wiring, but no visible copper was exposed).
We purchased a new power supply through http://h20141.www2.hp.com/Hpparts/SearchProduct.as
giving us part number 613152-001
Upon receiving it, we plugged the laptop in, and the AC plug LED comes on, but nothing else happens, I tried holding power for 5 seconds, taking the battery out and replugging, then with further searches followed
When I unplug the laptop, and hit the power button with the battery in it, the power AC adapter and hard drive lights all flash 3 times then stop completely. After checking error codes there are none that say 3 times then stop, so its my assumption the battery is dead (as it is.. because its been dead a while since the power adapter was broken over a month ago). Without the battery, I get nothing, not even an AC light when plugged in.
I also tried letting it sit plugged in with battery over night, and turning on, with and without AC power, in hopes that the battery might be charging but for some reason wont run off AC power. Im having my sister in law bring over the old power adapter so we can compare plugs to see if the plug from the new adapter is identical looking, which it should be since its the replacement part number, but stranger things have happened.
I tried taking the laptop apart to smell for magic smoke (magic smoke is when something stops working with its final death letting off smoke and an unpleasant smell, if anyone has smelled this, or seen it, they know exactly what I'm talking about), or look for anything that appears damaged. I even took out the AC power adapter cable to examine it more closely and it appears to be perfectly fine. I followed these directions since the closest I can find to the dv6- model is the dv5- model, and they seem to be pretty much the same. http://www.insidemylaptop.com/take-apart-hp-pavili

Disconnect all peripheral devices and remove all USB devices and media cards. You want to test the computer not the accessories!
Done
Disconnect the AC power adapter, remove the battery, and then press and hold the power button for at least 15 seconds .
Done
Reconnect the AC power adapter (but do not connect the battery), Press the Power button, Look for glowing LEDs near caps lock and num lock keys, and Listen forsounds of a disk drive and fan turning.
Done, no lights, no sound, no clicking. The only time I get any lights is with the battery in, then AC adapter, and its just the LED attached to the AC plug on the laptop. Just in case there is any confusion, its the LED right next to the plug physically located on the laptop. A diagram side view of the laptop, looks something like this.
O is blanked off plug, not sure what for, my guess is an audio output not used on this model

0 is LED Im talking about

If no error message is displayed:
nothing is displayed, no lights, no sound
Connect an external monitor
nothing
remove perepherals
Ill even remove the wireless card and dvd drive. No cards in card reader. Still nothing
Test for memory problems
no lights, no BIOS
tried RAM from slot 1 in slot 2, slot 2 in 1 and together swapped, then back to the way they were in case it was a seating issue
(which I doubted any ways because no lights, no sounds)
test the hard drive
no lights, no sound

this could indicate a possible issue on the motherboard as the led comes on but power is not being supplied to the board I would have an authorised tech have a look at this point
