Yes, I downloaded and installed BIOS and chipset drivers, and followed the shutdown sequence. It is working niow. I called Tech Support and learned that the battery does not charge when it reaches a certain percentile because the computer recognizes that it already has a good charge. When it drops below 95% charge or so, it will charge. Mine is working correctly. Appreciate your help, I was not aware of this design feature before now. Overall it was a good exercise.

Yes it is true..
when some cells of battery goes bad then it stops charging beyond that limit..
you should consider replacing the battery when this limit reaches below 50%
