how to change the language on the laptop to spanish

I just bought a laptop as a gift to someone who lives in mexico. I want to know how to change the language to spanish. I made changes on the region and language section of the control panel and I see that the time and date are as if it were in mexico. Is it possible to change every program such as microsoft office and everything else to spanish?
