I can find no documentation for that blink code, but since it is the charging light I can tell you it is a problem with the, battery, ac adapter or motherboard

 

Try removing the battery and connect ac cord only, see if it powers up.

 

If no luck with that, try another ac adpater for your specific model.

 

See this also, how to test your AC adapter (best test is to try another known good ac adapter that fits your model laptop)
