i use hp mini 210 windows 7 starter..

i want to change theme in my lappy..can anyone solve my prob???

Windows 7 Starter has many features removed, personalization being one of them.  You can read all about personalization in Windows 7 Starter Edition at this link.

w7 starter sucks big time. do what i did upgrade to home and use 2gb ram.
