I tried this answer and some registry booster 2012 came up and wants to be installed?? how is this going to help me?? Is there a way to put wall paper on my hp 210 mini?

You do not need to install this software if there is any proposition to install it when you will be doing stes froma bove tutorial just skip it.

It's necessary to install third party software to achieve this, and there are several out there that I've tried. StarDock MyColors is not bad, and I used it for a long time, but it takes forever to load the images that you have to choose from. Also, it has a ton of themes that are extra baggage if you want to just have a background image. Personalization Panel is soo much better, and has none of the proprietary marketing software that Stardock and others mentioned here like to try to load on your system to bog it down.
