7760 moving cartridge foot blocks installation of new ink cartridges

On the 7760, there is a plastic black foot that is on the far left of the printer where the cartridge carriage rests at end cycle.  When trying to replace both cartridges, this foot, which can retract at certain points in the cycle, is firmly forward and in the up position, blocking easy replacement of the ink cartridges.  It is possible to force them in, but it seems as though my printer is blocking the replacement.  Has anyone else had this problem?  Is the foot out of cycle?  I did have one time when the foot went down allowing easy installation. 

 

Am I missing a step?  I see know software toolbox that allows me to tell the printer I want to install a new cartridge.

If you turn on the printer, then open the lid the service station should move to the replace cartridges position.

Bob:  Thanks, this is what I expected, but it makes no difference if the lid is open or closed, the cartridge carriage remains in the same place and the foot remains in the blocking position.  I had to open the printer to clean out the mechanisms after a move spilled ink in all of the gears.  With great difficulty I got all of the connections reconnected. 

 

Is it possible I missed a switch linked to the top opening?
