C4680 Touch Screen Malfunction

I own a lightly used Photosmart C4680 All-in-One. Haven't had any problems with it until one day when I turned it on, the touch screen is making a loud hissing/buzzing noise. Then it quickly makes various selections on the touch menu on its own and starts printing or scanning. It does this regardless of whether it is hooked up to my PC or not.

I've looked all over support for how to go about getting this repaired and there's no clear answer of who to contact or how to do this.
