Duplex is set, no text on back, why does the page get flipped vs. spit out?

Seems to me if there is no text on the back, it would simply spit out the page. Sucking every page back in increases print time exponentially.
How can I set the printer to duplex when there is a page 2 and just spit out the page when there is only page 1? I've tried setting it print front to back and back to front and I did not see a difference.
