I have tried to uninstall and reinstall using the various tricks and I refuse to pay $60 to have HP install the software when I can buy a new printer for only $20 bux more.
The error: can't find the file specified.
Ran l4.bat to remove all files.

I understand when trying to install the printer you are getting the error can't find the file specified.
Here is a url from a post from pcwizard with the file specified error and how to fix this issue.
The link for the drivers is for another HP printer though.

I had my HP 4500 series printer working wirelessly with windows 8. Since updating to windows 8.1, there is no connection. It flashes "update printer." Is there a way to use this printer with windows 8.1? Do I need a new driver? Or a new printer?

I understand you have an Officejet 4500 printer. You recently updated to Windows 8.1 and now you are unable to print wireless. If your printer is indicating to "update printer", please go ahead and update this printer. Since there is no established connection, proceed to the next step:
Please print out a Network Configuration Page to determine if your printer is connected to your network. To do that, press the Setup button, select the right arrow until you see Print Report, and then press okay.
Next press the right arrow until you see Network Configuration Page, then print this page out.
Please inform me if this page indicates an IP address and other valid information such as connection status.
Once I have gathered this information we can proceed to the next step which is making sure the software is still installed on your computer.
