I can LEGALLY refill my cartridges but the HP printer is obviously design to "reject" such practice as the cartridges ink level are estimated and once is identified as an "empty" cartridge it will not be allowed to be reused. How can I "reset" that info, or either turn off the error messages in my printer?

The cartridge being indicated as empty will not prevent printing.  What operaing system?  You could do the opposite of the steps in this page to disable bidirectional communication with the printer.
