Problem started when I tried to 'reset' by holding '#6' when plugging in power. Screen went blank.
When plugging in again, the two LEDs by the power socket (yellow & red) come on for about 5 seconds. When they turn off, I can also hear a audible 'click,' which sounds like the speakers power being turned off. No front panel led/screen activity during this process. Suggestions? (voltages from the power supply are 31.6 and 16.5 on a voltmeter that hasn't been calibrated in 18 years).

It looks like you've done some troubleshooting and read the voltage which appears be in line. Check out the reset steps in this document. Sometimes it has to do with resetting the power supply. I don't recall if this power supply is in between the power to the wall and the power into the printer, but most of our printers have these.
see if this helps...

I have the same problem. Was getting a false paper jam status (even though I could print a test page from utilities). Found advice to do a hard reset and this has killed the printer stone dead. It does not light up when the power outlet is turned on anymore and the power button on the printer does not respond. The power brick is external to the printer. I too hear a click from the printer after a few seconds. How do I get it back on? The advice that caused this total shut down was as follows (recommend nobody does this):
Disconnect the power cord from the product.
Press and hold # and 6 on the numeric keypad.
While still holding down # and 6 , reconnect the power cord to the back of the product.
When the black box on the control panel display disappears, release both buttons.
Turn on the printer by pressing the Power button and follow the instructions on the screen until you see the date and time.
Try the print job again to see if the issue is resolved.

By the way, my 240V A/C power adapter is an 0957-2178 (S/N 08A 0152019) and has no reset button nor neon and the D/C out cord does not unplug. I saw a u-tube clip suggesting to unplug both sides to reset the power adapter. Not only is that not feasible, but I think the issue is probably in the heart of the printer as it is within that I hear a click several seconds after turning on the power at the wall outlet (which is working). Surely if a printer key-sequence that is read by firmware as powering up the printer was designed in, then they would have designed in another to reverse the suicidal shut-down and possibly even one to cancel a false paper-jam status too? Can anybody out there advise on this? It will be a shame put the printer in landfill - especially given new extended-life ink cartridges were installed only recently...

Did you ever receive a response or find a solution for this? I seem to be having the same issue. The printer will not power on. After plugging the power cable into the back of the printer, there is the audible click you referred to (like a speaker powering on), I can see the scanner bulb light, but nothing on the LED screen on the front panel. Holding down either # and 3 or # and 6 when plugging in the cable has no effect.
