New ink cartidge does not print

I have a HP 4000 printer. Recently I changed the print cartridge (new C4127). I followed the instructions including removing the tab on the side. However, the printer continues to say that "LOW INK" and does not print anything on the page. I have shook the cartridge but no luck. Any suggestions?
