Re-install ing the same ink cartridge after removal

I removed the #98 Black ink cartridge on my D5100 Photosmart printer to check for paper fibers that might be the cause of ink streaking on my print outs. When I try to re-install the ink cartridge I get a flashing red light but no error message. The cartridge is still more then half full but it seems the cartridge is being treated as either an empty or a non-HP cartridge. I have cleanded the contacts on the cartridge but still no solution. Can you give me some direction as to what needs to be done to clear this up this issue? I have no way of knowing if there WERE paper fibers causing the streaking and now I have this new problem.
p.s. Could paper fibers be the cause of this streaking issue? I have run the 'Clean Cartridges' program several times and I still get just a little smear of the black ink throughout the documents.

Hey Vulture. Check out this document: Blinking Lights It goes into depth on the different types of error and how to clean paper jams and reset the error. This should get you back up and running. If not post back with any new information and the steps you took.

This did not actually solve my problem but the web link is very good information for future reference.
I solved my own problem and it was not in a very conventional manner. I kept turning off the printer and then opening the cartridge cover and slamming it shut. Eventually the red 'exclamation mark' light and the 'Print light' button stopped coming on each time I turned off the computer. You see, each time I tried to 'reset' my computer by turning it off, the computer woulr restart itself and these two lights were reactivated. There was never any display in the screen, just these blinking lights.
Perhaps it is something in the contacts of the cartridge cover that was not making a connection? I had to slam it (not too too hard) 2 or 3 times before the printer stopped restarting. Then I could print fine.
