Request help from HP Support / Forum Members to solve the "Wrong Cartridge Message"
Have been an HP product buyer since last (17) years. Always buy genuine HP consumables - ink cartridges, photo paper, extra power packs etc.
When I insert a brand new 74XL Black Cartridge and the 75XL Tricolor cartridge at the same time together, my WiFi Photosmart C4383 Printer says "WRONG CARTRIDGE".
Now I have checked and re-checked the HP web site and this is the correct cartridge for this printer. Now here is another surprise that even HP's Customer Care in some countries DO NOT KNOW for the Photosmart C4380 All-In-One Series Printer as per the HP Web Site:-
Cartridge Description Zone 1 Zone 2 Zone 3 Zone 4 Zone 1: US, Canada, Mexico etc.
Zone 2:
Tricolor 75 XL 351 XL 141 XL 861 XL Zone 3: UAE, Saudi Arabia, Oman etc
Zone 4: India, China etc
Black 74 XL 350 XL 140 XL 860 XL
Photo 99 348 138 858
Bought this Printer from the French CARREFOUR Super Market in Muscat, Oman. Good Samaritans please help. Is there some "hidden" setting in the Printer for Cartridge Numbers or some software??

I do know if you were ever able to get this fixed. But I was having the same issue as I bought the HP C4383 from a Carrefour here in Qatar. I wanted to send it back to the US. I was getting the same print catridge error. I went through the chat support and they got it to where i could change the region. There are a lot of steps, including entering a code, so it may take an hour or so the complete. Make sure that you have the cartridges of the region you want to change the printer from and to. The old region catridges need to be installed at the beginning but then you need to load the new region. Once this process is complete, you do not need to change it again unless you are going to another region where there is different ink. Do not go off of these steps as you will need HP Supports help to change the region.

Your printer was from Oman, the cartridges you need are the Zone 3 cartridges, 140 and 141. If you have moved to a different region you will need to contact HP and have the region for the printer reset. You will need access to your printer and computer while communicating with HP for the regionalization reset.
