I ran the diagnostic utility on my photosmartplus and it told me I had a pen failure

the menu said said I had an ink system failure and provided this error code oxc19a0003

My HP deskjet is not printing. When I ran HP Print Diagnostic it showed error in device status ........ 'Detected Pen Failure.' i reloaded printer driver but it did not help. i tried reinstalling cartridges but it did not help. Power button keeps blinking. I don't know what to do. Please help.
