At my work we use a hp designjet 450c and upgraded to windows 7 is there a way to get a driver for it that is compatible with windows 7 the owner does not want to buy a new plotter.

Is the OS 32 bit or 64 bit? Is it the D size or E size 450c? For 32 bit systems download the XP drivers from HP here. For 64 bit systems you can download the XP x64 drivers from here, then unzip the files into a new folder. Next go to the Devices and Printers folder, Add a Printer, select the proper port, then select "Have a Disk" and point to the folder where you unzipped the files.
This forum is focused on consumer level products. For the Designjet you may have better results posting in the HP Enterprise Designjet forum here.

I'm having the same issue. I am now using the Windows 7 OS (32 bit) but can't get my old HP Designjet 750C (E size) to work. I did as above but I see there is no support for Windows 7 there. There is Vista and XP but not Windows 7.
Is there one for 7? Or should I try and use Vista.. or???

The same answer as for the Designjet 450c applies - installl the XP drivers.

I downloaded it and it the instructions said to click 'HAVE DISK'.. no such dialog presented itself. What to do?

From your previous posts I assume you have an E Size Designjet 750c and Windows 7 32 bit version. Download the PL532en file and run it. It will ask for a location to put the extracted files. Pick a suitable temporary directory. Now click on Start, Devices and Printers, Add a Printer, select the appropriate port, Next, then click Have Disk and browse to the directory where you unzipped the files from the PL532en file.

How many Blabber on this blog!
It's simply impossible to instal a Designjet 450C on W7 64.
YOU CAN'T!
HP won't produce the drivers becaus they consider old a plotter done up only 10 years ago. But we are talking about a plotter and not about a case of bob bon Choccolate....

dont say something you dont know .. i have modified the provided driver's for 64 ( i didnt modified the 32 beacuse the drivers for xp they works) and they working .. and they are not only for 450 but

as u can see they are all old plotters...
the original location of the driver is on mediafire and its have 10000+ downloads.. ( think and reupload on others)...
when u install the driver its say by hp.. but! for any collusions the drivers they not provided from hp !!! but by jdm
so dont ask for support on hp!!! so if the reuploader see this say it when u use them they not provided from hp!!!! its user modified version
soo please if you dont know .. dont write...

Yes, I used the above driver on Windows 8 x64 for my Designjet 650c.
