Without the HP servers, there is no automated backup for your device at this time. If your device wants to reset, the software is assuming that you can login and restore your profile and apps. This won't happen, so make your own back up first. Read these two threads:

If you are satisfied you have your data backed up and wish to reset or reinstall webOS, you will find that you get stuck when the device attempts to contact the HP servers - they closed on the 15th of April 2015. This article will guide you to methods for bypassing this step on all webOS devices.
