Hi,
I believe the issue might be caused by no Multicasting supported or enabled by your router, As required by Apple's Bonjour service.
Please clarify your router brand and model, it may allow to better understand any possible cause.

Hello,
By reviewing both the user manual and EWS page of your router, I could not local any indication for Multicasting support, which is essencial for the Airprint functionality.
I would recommend you to contact Belkin Support and check for if multicasting support may be supported by updating the router firmware.
You may temporary connect one of the iPads to your printer by an ad hoc connection (a direct connection between the iDevice and the printer), just to verify the Airprint feature work as expected.. I assume you will successfully locate the printer than - which clearly indicate the problem caused by lack of support by the router:
Step one: Restore the Network Defaults
From the pritner, enter the Network Setup menu.
Locate Restore defaults and click OK.
Locate the Wireless Menu and click OK.
Locate the Turn Wireless On option and click OK.
Step Two: create the ad hoc connection
From your iPad, enter the settings,
Enter the Wi-Fi option and select the printer name, then allow 3-4 minutes to fully establish the network connection and try printing.
If you are not sure of the printer netwrk name, You may find it listed within the printer configuration report:
In order to connect the printer back to your router, you may use the WPS Push Button Configuration (PBC).
First, Start the PBC from your router:
And from the printer enter the Network Setup Menu > Wireless Menu > WPS Setup.

I enabled UPnp, which someone on another thread stated this would enable multicasting. If not can someone recommend a wireless router that will be airprint compatible with my HP CP1525NW. I paid a lot for this printer and cant get it do what it said it was cabable of doing.

You need to input your DNS addresses into the printer's networking settings for eprint to work
To find them just go to your command prompt (cmd) and type ipconfig /all
