The title explains it, though to be more precise, I will say that upon starting, it first swipes/sweeps once, then it waits for 20 seconds to do it again for every successive time, which leaves a single 1 page document to be printed for 10-50 minutes.
Furthermore, I have already tried reinstalling the software/drivers, as well as gotten new cartridges, but the problem still persists.

Hi,
Try copying from the printer Front panel and check if the same appears.
If there is no change - Unplug the usb from the back of the printer, turn it Off and back On, then try copying again...
Try plugging the USB cable into another free port of your PC, without using any USB hub or extension and check for any change,
If the issue does not appear while copying or does not appear with no USB cable plugged (with no progress by changing the USB port) more likely wrong voltage of the USB cause the problem... try a new USB 2.0 cable no longer than 2m lemth and check for any change.

I was having the same problem with my OfficeJet 6310 and I moved to another USB port and it seems to be working.
