HP 6210 - Does not print color

First, I tried searching these forums, the faqs and google for information about this, but had no luck.
Everything updated(drivers and what not) as of writing this
Windows XP sp3
HP OfficeJet 6210 All-In-One connected through USB 2.0
New Ink 95 Color, 94 Black
Home for the holidays and I get stuck fixing the computer problems again. Apparently a couple months back My Ps tried to print out some high gloss photos but they wouldnt print color. They changed ink cartridges and still nothing. When web pages, Google maps etc., are printed everything appears as it is set to Grayscale printing. I went through the different settings and don't see anything that would prohibit color printing.
I tried changing to high quality settings on printing, changing default printing settings to high quality. I've ran every diagnostic under the corresponding tab and none print anything with color. I even pulled the color cartridge out and it smeared ink from the spot where you'd expect.
Googling said the 11 tap method(?) doesn't help or even the 22 tap(not even sure what this refers to!).
Looking for advice for the next step.
