HP Photosmart C4680 Printer Help -- beeps when turned on ? [ Edited ]

I have been searching all day for a solution to my NEW out of the box printer (HP Photosmart C4680).  I decided to use the scan option, so I open the box, and pull everything out of the box, remove all packaging materials and tape, paper, etc.  Now, I plug the power cord (not the USB), all the printer does is beep and beep, and the screen comes on and off.  It's just a blue screen that shows the hp logo -- (turns black/off, and back on, again and again).  As I hold the ON/OFF button for like 10 seconds, it will turn off the printer (and the beeping).  Turning it back on, it does the beeping again for about half an hour.  Then it will go on on to the language screen if it wants to, but the touch screen won't even work at all to select or scroll through the list.  And then if I open the cartridge door, the craddle only slides out when it wants to, and not all the time (certainly not when it's beeping at start up).

I have already tried installing software hoping that this might help.  But after hooking the usb-printer cable once all software has been installed, it says that it doesn't recognize the printer, or that it doesn't seem to be able to communicate with it.

It's out of warranty.  Any help/advice is greatly appreciated!

UPDATE: I took in to the shop, and it was deemed a lemon printer.  The end.

Did you remove ALL of the packaging materials, including those inside the printer and on the back of the printer (including all of the blue tape)?

Yes. I did remove all packaging materials, including any blue tape, which there was none.

UPDATE: I took the printer in to the shop, and it was deemed a lemon printer.  Thanks for reading and trying to help!
