Identical symptoms and problem here. After upgrading clean to Win7 and installing a router through LAN cable I have finally gotten the unit to function properly again. Until this.
I would really prefer to find the root cause and remedy this issue instead of merely yanking the cord and likely having the same problem occur. Anyone happen upon the fix?

Mine started doing the same thing everyone else is talking about AFTER I set it up for Wireless printing. I know it has to be related because I've had this machine for over a year with no problems. I just recently decided to try configuring the wireless accessibility, which worked great, but now this has happened - it will not shut down, nor will any buttons do anything. Also, when it's like this the wireless printing won't work either - my laptop says the printer is "offline".
If I unplug it and plug it back in - wait for all the startup action to complete - THEN everything works great - but if it has sat for a while then everything seems to go into a lockdown mode.
Is anyone from HP reading these forums? We could use a little help here!

I discovered a great deal of installation activity going on immediately upon cold restarting and allowed it to Finish, afterwhich the unit appeared to operate fine again. A day later I attempted a scan and it reported disconnected. Poking around I discovered the printer (and separately the fax) had indeed reinstalled themselves as new (added) units (labeled 'Copy 2'). After changing to make these new copies the default has gotten me function once more.
I'm awaiting what happens next time I reboot. If we garner the attention of an HP reply I'll have another question or two for issues I can't find here or in Support about LAN/Wireless function .

My HP Photosmart C7250 All-in-One printer will not shut down. Nothing responds. The message reads "Shutting down" but nothing happens.

In October 2011 my HP Photosmart Premium Fax C309a printer “froze” – that is, although I could still send print jobs from my computer, I could not turn the printer off – nor could I get response from any buttons on the printer console.
The printer was set up to use the wifi in the house – and a new wifi set up had just been installed.
In order to check if this new wifi installation was somehow connected with the problem I turned off both my computer and the wifi router and broadcaster and restarted the printer by unplugging the power cord and plugging it back in with the wifi and MacBook turned off.
After the restart, and with these other devices turned off, the printer functionality returned.
Next, I unplugged the printer again, pressed and held # and 6 (on the printer console) at the same time, and plugged the power cord back in (holding the # and 6 keys whilst the printer moved through its start up routine).
This action initiated a re-install process (as if it was the first installation out of the box) – and led me through steps that eventually included ‘discovering’ the wifi (I had turned it back on) and entering the password, etc.
This solved the problem.
I subsequently deleted previous entries of the HP Photosmart Premium Fax C309a from my MacBook‘s printer list and re-installed it there.
All is well now. I will use the # and 6 reboot method as a first attempt to clear up future issues. I understand this method is also effective with other HP models.

Same problem with brand new Officejet 4500 all-in-one.
Problem was mine.....power plug was not fully inserted in wall socket.
