PhotoSmart 3310 instal does not find network printer

I have a HP Photosmart 3310 that works fine on my XP computer. When I try to install it on the Windows 7 computer it installs the drivers, and I can add a new network printer using the IP address. However the HP All In One install program (AIO_CDB_FSW_Full_Win_WW_130_141) will NOT find the network printer (even with the static IP address). The printer and scanner HP utilities can find it and work (HPPDU & HPSDU). the HP Network diangostic untility works and finds the printer (HPHNDU).
The problem is that with out the install program finding the Photosmart 3310 it will not allow the HP Solution Center to open and use the scanner. Can I make a desktop shortcut to the scanner program? Where and what is it?
I have also tried hooking it up to a USB cable and did not get much love from the install program.

Thanks for the quick reply. The link does point out how to get to the actual scanning program. It works and I put the shortcut on the desktop.
Magically the install problem fixed itself in the morning. I turned on the computer away from home, the HP printer software started up on its own, and popped up the correct "HP Solution Center" software page. The odd part of this is that I have tried rebooting everything in the house several times before.

The "Imcomplete Install" issue returns after a day or two. Again this is a brand new computer with a clean windows install and Norton, Office products, and Government issued smart card software. Nothing weird. The other computers in the house are fine.
I did find an alternate solution that has been working:
I have found a solution to the scanner issue! I installed VueScan software from http://www.hamrick.com/ The software is designed for high end photo editing, so it is a no brainer for it to scan documents. The free version is working fine. If I wanted the professional version the $90 cost is nothing compared to the time I wasted on getting the HP software to work.
To solve the printer issue I installed the driver via windows and bypassed the HP software. The only thing I am missing now is the Fax capability, but that can be done from the HP Photosmart directly.
