I have done updates and also uninstalled and reinstalled the driver with some updates. I still get the error message on my 3-in-one that "USB not connected". I am at a loss of where to go from here. I have a VISTA 32 bit system.

At what point are you getting that message? Is it during the product installation, or is it afterwards when you're attempting to do something else with the printer? Also do you have this printer set up wirelessly or USB?

I am getting it when I select "scan" from the C4240 window. The scanner comes on and it says "scanning" with a colored bar under it. Then after about 30 seconds it comes up on the screen that the USB not connected. However it is connected. I know the HP computer recognizes I have plugged in a USB because it makes the noice. I think the problem is somewhere within the printer.

The first thing is to make sure you can do a color copy from the printer, and that will verify that there is nothing wrong with the printer itself, and narrow it down a little bit.
Second, verify that the USB cord itself is fine. You may want to try a different outlet or port, or perhaps another cord if you have one available, just for testing purposes.
After that, what I would recommend starting with would be to go to the link below for your Vista 32 bit OS and your model printer. There are a couple updates that you can run post install that could possibly help with any of those issues that you may be having.
Under the updates section, I would recommend starting with the 3rd one, and then perhaps the 4th one. If you get a message once running the update that it isn't needed, then don't worry about that particular update.
Next after the updates, I would recommend going to the Utility-Diagnostic Tools section and downloading HP's Scan diagnostic Utility. I would recommend saving it to your desktop for easy access first, and then running it from there. Usually that is the easiest way to detect what may be going wrong. Hopefully that will be able to give you a fix option to correct your issue.
If it mentions something about a connection right off the bat, then you may want to consider something, such as your ports or apoplications, being blocked in a firewall that you may have installed. If that is the issue, please see the information in the next post for firewalls.

If it is a firewall issue, these would be what you would need to get freed up.
Follow the instructions provided by the firewall software manufacturer to open the following ports on the firewall:
UDP ports: 137, 138, 161, 427.
TCP ports: 137, 139, 427, 9100, 9220, 9290, 9500.
Then you would want to add these programs to your Highly Trusted list within the firewall as well.
