Solution Center fails to open and I get error saying device not installed

I have a HP Photosmart C5280 All-in-one operating on Windows 7 32-bit. It is connected via USB port. When I tried to open the Solution Center so I can scan a document into the computer, to attach to an e-mail, I get an error message that says "HP Solution Center can not run because your device installation is not complete. Please plug in USB cable or rerun setup program from the installation CD for a network installation." The USB is plugged in and I have uninstalled and reinstalled the software, per he instructions given. It hung up on configuring system and I got an error message that said "installation not successful". It then took me through a few steps and gave me a solution, that did not work. It had me go into system configuration and turn off all services and then reinstall the software. I did this and it still does not work. I unistalled my anti-virus and tried again in case that was hanging it up and it is still a no go. I also ran every diagnostic at least twice and got no help that way. Please help!

It sounds like you have done some of the steps at this link, but check to see if there is anything else in the Windows 7 section to try:

I went to the link and tried everything I could find and then some. I also went to the microsoft website and tried stuff. Nothing worked. The printer works on other computers. I finally decided the several hours I spent was enough and went and bought a Canon printer. It works great!
