My problem started when I bought a new PC with Windows7 in January. My C7280 didn't come with the driver for Windows7 so I downloaded it. First it failed, the same error everyone is having, during the configuration the last step of the installation. I tried again after I turned off Macafee and somehow it worked. Everything was working except I hadn't used scanning. After a few weeks later all of a sudden the Solution Center stopped working saying

HP Solution Center cannot run because your device installation is not complete.

Please plug in the USB cable or re-run the setup program from the installation CD for a network installation.

If this does not complete the installation, or you do not have the CD, access the HP help files by clicking the Start menu.

I tried to uninstall/reinstall again and tried everything HP recommended but it didn't fix the problem. So I decided to purchase the CDROM and that didn't work either for the first several attempts. I don't know what happened but after several attempts Solution center finally was installed except everytime I tried to load it the Windows security question popped up. I wanted to scan something the other day from the solution center but it didn't let me!!! I can copy, scan and reprint but wouldn't let me scan to computer from the printer's scan menu. So I decided to uninstall/reinstall AGAIN, big mistake, I lost the solution center again!!!!

Some people here said to scan from the program Paint but doesn't work for me. I can't use "scan" function at all.....

Same problem here up to January 14th when HP issued a new software version. The version number is 13 and there were three files updated.  The HP updater just said there was new files and chose to intall.  Then everything worked like a charm.  I have Windows 7 and a Deskjet 4280.

Hi all

I am experiencing the same BS as all of you. My printer functioned correctly but I was prompted to load an updated driver for my OJ 7590. I now have 4 tech hours and countless hours removing and reinstalling and restoring my computer to a previous date. I now have no scanning functions. This is just wrong!

I can't believe this hasn't been addressed by HP. Not even a single HP rep. on here to tell us they hear us & are working on it. It appears, at least for most of us, that problems started when we had to reinstall the software. What does that tell you, HP? Issue an updated WORKING software!!

 

I am able to scan through Windows Paint but it's not my preferred method. I'd still much rather have Solution Center working, not only for scanning but to view/change printer settings, ink levels, etc. We have the HP hardware, we should have working software that goes along with it.

I had the same problem with a HP Officejet 6500 printer trying to install it on a HP computer running windows 7. Got a fatal error message that says C:\program files (x86)\hp\digital imaging\bin\HPSLPSVC64.dll failed to register. I spent days with HP's So call "Tech Experts" (Yeah right!) after days of frustration working with people who couldn't find a cross in a Catholic Church, I gave the damned printer to my greatgrandkids to play with, and went out and bought a lexmark all in one that works fine. Won't ever go the HP way again for any  product . They probably won't post this because they know thier  drivers for windows 7 suck.

I'm noticing a few newer threads from people having this same problem so I'm bumping this one back to the top. Still get the same error when trying to run Solution Center and still no help in sight from HP.

I too have the same issues. Have tried the level4 uninstall but when I restart it never completes the installation. Left with a fatal error.  This all happened after I had to reinstall XP then had to reinstall all of my programs.  Was working prior to the reinstall and update of XP.

My All-In-One Officiate 4580 had the same problems and I have tried the same solution with no success. However, you are a gem. I tried scanning picture and text file through my Corel PSP program was successful.

 

Thank you for the idea. However, I hope HP will find a solution soon.

I'll just add that I have the same problem trying to install the HP all-in-one suite on my new Dell with an older psc1315 and Windows 7 (64bit). I can print using the windows software but I'd like to have the HP Solution Center. I've tried HP's Solution for Installation Error on Windows 7 (disabling startup software)  multiple times, uninstalled everything HP and reinstalled numerous times, etc and get up to system configuration before everything comes to s screeching halt.
