The driver installation simply does not work in windows 7.
here's whats wrong:

Printer is on the network, diagnostic tool sees it fine, i can map to it manually, everything is fantastic.

When installing, the driver doesn't see the printer, therefor network scanner doesn't install, making half of my printers functions unusable. Oh and manually adding the IP or the Hostname is useless. these drivers are simply dumb.
I need help please.

No computer is the same. Just because people are running the same OS means very little when resolving installation issues. Every PC has its own "fingerprint" just as us humans. I am a HP Tech Support Person and almost every resolution is specific to that "individual" PC. Many times failed installations are due to previously installed devices, registry issues i.e.. ghost keys in registry, and just plain old luck. FEW things need to go wrong to cause a failed install but MANY things have to go right for a successful install. To prove the validity of my statement just Google or check out many of the different online forums. There is no set resolution for any said OS and a particular printer - preparing your system before installing any new device is probably the best advice I can give you. Using the windows cleanup utility to uninstall any derelict software/drivers will go a long way to ensuring a successful installation. Unregister and reregister the msi installer (msiexec /unregister and msiexec /regserver as well as running regsvr32 atl.dll (run in cmd admin mode for Vista and Win7) prior to installing is also another good step to take before attempting an installation. Another is to run msconfig and disable all startup items and services. In conclusion, these comments / suggestions are solely mine and are not those of HP. It may be as simple as having downloaded the wrong package. I am running Windows 7 x64 and I first downloaded "PS_AIO_06_C309n-s_USW_Full_Win_enu_130_205" thinking that was the correct one. I was getting the exact same results you posted. I have been frustrated for a couple of weeks not being able to connect to my printer, so I went browsing for drivers again at HP. Tonight I found: "PS_AIO_05_C309a_Net_Full_Win_enu_130_161" and it installed perfectly. So check your printer version carefully.![]()

Could the different levels of uninstalls that HP provides hidden in their folders help. I.e. Level 3 uninstall? Because with my old c5180 I could not install the 64 bit version of the software I downloaded (correct version). A tech online led me through the level 3 uninstall and suddently the software install worked just fine.
Example: C:\Users\ADMINI~1\AppData\Local\Temp\7zS1FE9\ and then one of 5 files labled hpzpr|01.dat (02, 03, 03,04, & 05) ?
