i bought a used hp officejet 6500 and replace cyan cartr and does not print cyan

i bought a used hp officejet 6500 and replace magenta, cyan and yellow cartridges. the cyan cartridge does not print.

 

there is ink in cartridge did all utilities and still does print cyan. please help.
