To use two paper trays as a 'pool', both must be configured with the same Paper Size and Paper Type .
With many laser printers, the size of paper in the cassette trays is determined automatically by the paper sensors in the trays, but the type has to be set explicitly, via front panel menu items, or Embedded Web Server, or Toolbox equivalents (depending on the printer model).
Then you have to make sure that your print jobs specify the appropriate paper size and type, to match the settings configured on the printer.
