C4599 / Windows 7 not recognized and unable to install

Trying to install drivers for a Photosmart C4599 on Windows 7 Home.  No matter what I do the device is always unrecognized when connected via USB.

 

I've followed the instructions here:

I also tried installing the Service pack update, which also did not work.

 

any ideas?
