I tried the link below, but it says it will not work with Vista. Do you have anything to correct the problem if you have Vista?

I get the same error message on mine.
Cannot run Solution Centre as device installation is not complete
I can print OK but without Solution Centre, I have to status on ink levels, etc which I find very useful
I'm running Win7 Ultimate 64 bit
I've removed the SW and reinstalled it several times with no success
Is there a fix for this as I cannot find one and I'm getting close to throwing the printer in the bin and buying something different even though I like the prints from this one.
Printer is a Photosmart B110a

- then type %temp% in search for programs and folders => in the temp window look for any folder has 7z.xxx(7Z is the prefix followed by combination of letter or number) ==> look for util folder or ccc folder ==>> double click L3 uninstall to remove all hp drivers and sw previously installed. reboot your pc and run the installation of the hp sw and drvers you just downloaded (it can be found from your download folder if you haved saved it)

Tried it but there doesn't appear to be a folder 7Zxxx
