HP6510 all in one printer driver will only download 99%

I have Vista 32 bit service pack 2 loaded. I have tried every way to download the driver, even through safe mode, but it will only download 99%. My sister who has a laptop downloads the driver saved it to disc she ran it on her laptop which runs Vista 32 bit with no problems, she has the same antivirus program as me.  I tried to load from the disc states 'Setup.exe has stopped working'. I disabled my antivirus, also my Firewall but still  no luck.  I can install the driver for Deskjet 990 which works but it is only the basic driver, with no scanning etc. I would be very grateful if someone could solve this problem.
