Hi Joyce,
I don't think you have a choice. The CD link is down and that means the software is not available from that source. And you do what the Full Feature Software for your printer... 
The file is not very large (as these things go), just 133 MB (some of them run 300 MB and more).
Can you get to a location where you can try another internet connection to download the file?
Can you get a friend to download it, copy it to a USB stick and send it to you?
Another idea: If you have warranty on the printer, or computer... if you live in the Wilds of Alaska or at the Ends of the Earth or the Plains of Africa, you might get HP to put the file on a USB stick and mail it to you.
