PhotoSmart C7283 Software and driver won't install

After re-installing Win7 Ultimate, and downloading the latest driver/software from hp site (PS_AIO_02_Net_Full_Win_WW_130_140)
I ran the setup program;
got welcome screen;
got the "please allow" pop-up screen
accepted the agreement and setting
the welcome screen is back: "checking system" turns into "applying changes", then quits.
No installation, no nothing
What do I do?!

Sorry for the delay ....
you can try disable all microsoft services temporarily .. type msconfig go to services then restart pc
dont forget to re enable them

I'm having the exact same problem, but mine's a Photosmart C310a on Windows 7-64 Ultimate. Don't expect any help from HP; they could care less. Short story: (Well it was when I started...)
I had an HP C5250 that installed and worked just fine on Win XP. I upgraded my OS to an early version of Win 7-64 Ultimate (pre SP1,) installed the printer and it all worked fine. I got a newer computer, and a newer version of Win 7-64 Ultimate (but with SP1 already included,) and the drivers would load, but not the HP Control Panel. I tried for months to get it working. I posted in this HP Forum (not this thread, but another with more than a hundred other people.) MANY people had spent hours and hours on the phone with HP, without success. I spent WEEKS searching the web for a solution (and I'm a Jedi Master of finding things online.) I never did get the Control Panel to install, but at least I had drivers so that I could at least print. One or two people on the other thread had some success by using Windows to uninstall, then using the HP uninstall tool to do a level 4 uninstall, going through the entire folder tree and deleting all references to anything HP (folders, program folders and files, temp files and others,) then re-booting and re-installing. This still wouldn't work for me. The general consensus guessed, that there was something in one of the Windows updates (maybe part of SP1,) that was causing the failure. Either HP doesn't bother to read this forum (since there never was a single post from anyone from HP,) or they just don't give a crap, since the printers will install on most systems, just not on Win 7-64 Ultimate. (As an aside, I'm sure Bill Hewlett and David Packard are spinning in their graves over Carly's Fiorina's gutting the company. HP used to stand behind their products better than anyone, but I digress...) I'm guessing that management decided that it's just not worth their time to support something that only affects, maybe, several thousand of their customers.
Fast-forward to last week, when the carriage on my C5250 froze-up dead, and I was off to Costco to pick-up a new one. I decided on the C310a, got it home, and it connected just fine with my 802.11g. My computer had no problem seeing it on the network, but when I tried to install the software (from both the CD and a download from HP,) just like you, I got to "Checking system," "Applying updates," and the window vanished, no install, no nothing. I tried everything, the msconfig disable, MS uninstall, HP level 4 uninstall, removing all the folders, enabling msi, re-booting, every trick and combination I could think of, and I'm still right where I started. My business is STOPPED DEAD until I get a working printer. My two options at this point are just return the f'ing POS to Costco, or try a complete re-install of my original Win 7-64 Ultimate without the SP1 (if I even still have it,) installing the printer, then installing the Windows updates, re-installing and re- configuring ALL my software (Office 2007, Adobe CS5, Chrome, and dozens of others.) Quite an arduous task. I apologize for the length of this, but right now I just want to drive to Corvallis and shove this printer up where the sun doesn't shine. I talked to some of my IT friends Sunday, and have a few other tricks I want to try before I give-up and change brands. As they said in the movie "Network," "I'M MAD AS HELL, AND I'M NOT GOING TO TAKE THIS ANYMORE!" If I do get it working, I'll certainly post the answer here, as well as all the other Win 7-64 Ultimate HP threads, but don't hold your breath... </rant>

My install disc for HP printer 8250 will not work since it was made for Winows 98, xp etc.
How can I do this without buying a new printer?

Hehe... just got notified of the post below, and saw your question. Answer in a nutshell: Took the310a back to Costco for a full refund, and bought a Canon MG6120 at Amazon. FABULOUS printer, easy to install, and outstanding quality. The ink's a little pricey, but you can finally get aftermarket ink for less than half. Give Costco a year-or-so, and they'll be able to refill them. Funny aside, when I took the 310a back to Costco, she asked if I'd bought the original 5250 at Costco, which I had (about three years ago.) She looked up the receipt, printed it out, and said I could return *IT* for a full refund, as long as all the parts were there which I did. Too bad they didn't have a Canon MG6120.
After this, I well NEVER buy anything from HP. Lesson learned.
