Trouble with Full Feature Wizard

 I have HP PSC 1610 All-In-one with Windows 7, 64 system -------Another attempt at using the “Full Feature Installation Wizard”, I am unable to proceed past the “Terms of use Page” I was prompted to test print and scan print which operated correctly. I tried both completing the survey and exiting without completing. Note --The Control Panel lists “HP Solution Center 13.0 but HP Solution Center is saying 'HP Solution Center cannot run because your device installation is not complete.

When you reach Installation agreements & settings...

click on the link that says INternet Connection Usage Settings...select NO on all options


then continue with installation.
Although I am working on behalf of HP, I am speaking for myself and not for HP.

BH- These steps I have previously taken and 7-zip does not list in any of those, and the other programs that are listed will not work. Though 7-zip lists in the Control Panel, is there another step I need to take to have it listed among those programs shown under the browse button?. I appreciate your attention thus far, Thank you

I have solved " Full Features wizard software installation" through many attempts. My All-One-Printer works as I think it should, but I don't know the specific method that worked.
