This is how I solved it:
I deleted my printer from "Devices and Printers" then reinstalled it through "Add a printer" and choosing it from the list, and not by plugging the printer cable in my laptop and letting Windows 7 install it on it's own.
After it was added, I checked the Printing Preferences and the "Manual" option was there!!
I plugged the printer in, and Win 7 continued installing the printer, and after installation finished, Manual Duplexing option is still available... YAY~

Your method did not work for me, still no 2 sided printing. I have tried it 2 times. Does your fax and scanner work my installing the printer that way?

I have the same problem: My Photosmart 2610 is connected to the network. With Win2k or XP, manual duplex worked fine.
With Windows 7 and AIO_CDB_Net_Full_Win_WW_130_141.exe however, "Print On Both Sides" is always OFF and so there are no Brochure options.
I made sure that "Allow Manual Duplexing" is ENABLED. I followed all of the above hints, but none worked. Can anyone help?
